Finance and Central Services Function

Finance and Central Services is a large and diverse directorate that covers a range of professional disciplines and other support services.

Central Finance

Central Finance provides a range of support services to the whole of the County Council including payment of suppliers, staff and pensions, the collection of income owed to the council, the administration of the North Yorkshire Pension Fund, internal audit functions, treasury management of the council's finances and corporate insurance and risk management services.

Accountancy groups provide financial services and accountancy advice to the other directorates within the County Council, helping them to provide efficient and effective services within budget. They also carry out financial work linked to corporate projects and the change agenda.

There are a significant number of trainee accountant and trainee accounting technician posts within the accountancy groups, which support employees through their professional exams with mentoring and other support.

Facilities Management

  • Building Cleaning and Caretaking,

  • ICT support to the County Council
  • Management of software applications used within the authority,

  • Management and support of the data and telephone networks
  • Contract management with key ICT suppliers.

  • Helpdesk and technical support for ICT users across the County Council.

Emergency Planning

Working with partner organisations to ensure robust plans in the event of an emergency. Coordinating emergency service response They also provide an emergency contact point 24 hours a day, 365 days a year.

Health and Safety Risk Management

Advice and support in meeting its responsibilities and duties under health and safety at work legislation.

Provides advice corporately and at strategic and operational levels within directorates.
