Children and Young People’s Service (CYPS)
The Children and Young People's Service brings together Education Services and Children's Social Care to ensure that North Yorkshire children and young people receive joined-up and effective services. It is our aim to improve outcomes for all children so that they are healthy, stay safe, enjoy and achieve, make a positive contribution and achieve economic well-being.

Within Children and Young People’s Service there are a number of service groups:
Children’s Social Care
We divide ourselves geographically and functionally into teams of social workers and family support workers who provide assessments and services to;
- Disabled children
- Looked after children
- Care leavers
- Children referred to us for child in need assessments or who are in need of safeguarding.
To support these functions we have fostering workers, adoption services and residential facilities. We recruit and support substitute foster carers for looked after children and adopters for those requiring permanent placement. We also have residential units which can offer short breaks or longer-term care if the child can no longer live at home or in a substitute family.
We are also responsible for:
- Service planning and performance management
- Managing the child protection register
- Child protection conference system and care plans.
The youth offending team works closely with children’s social care and they work to prevent youth crime and reoffending by providing support and specialist services to young people in the area to prevent criminal involvement, reduce offending behaviour and promote social inclusion.
Access and Inclusion
We provide a wide variety of specialist support and aim to ensure all children and young people have access to appropriate educational provision, enabling them to raise achievement and develop their full potential. We work to achieve this by working in partnership with parents, pupils, schools and other relevant agencies such as health and Adult and Community Services.

Strategic Services
The service group is responsible for
Strategic Development and Commissioning Team
- The development of locality structure, leading for the directorate on service commissioning and development of Early Years and Childcare Strategy and the Extended Schools Strategy across North Yorkshire
Strategic Planning Team
- Planning, (including school reorganisations), leading on risk management, health and safety and emergency planning within CYPS.
Strategic Support Services Team
- Providing support to School Governing Bodies.
Performance and Outcomes
- Planning, monitoring and coordinating the Children and Young People’s Plan (CYPP) and coordinating inspection arrangements. Developing information systems and gathering performance data.
Learning, Youth and Skills
This service group is responsible for:
- The Youth Service - employing 450 youth workers, (many of whom work part time) who use informal learning opportunities (such as music, leisure activities, trips) to help address issues faced by young people aged between 13 and 19 years.
- The Adult Learning Service – providing a wide range of courses for adult learners across the County.
- The Student Support Service – supporting post-16 students through home to school/college transport.
- Social Inclusion/Community Cohesion – working with ethnic minority groups within the county to ensure inclusion.
- Integrated Youth Support – working to bring together all services helping and supporting 13-19 year olds
- Parenting Support - providing support and advice to parents and carers.
- The Education Social Work Service - providing social work support and attendance information to all children and parents across the county.
Quality and Improvement
The primary function of this service group is to support all schools and early years settings in raising standards. This is achieved by a number of means:
- Schools monitoring and evaluation, by School Improvement Partners
- Leadership to all schools and settings on national strategies
- Developing schools’ leadership and management skills
- Support schools in difficulties
- Brokering other support into schools through advanced skills teachers, leading teachers, mentors, consultative heads and acting heads
- Continuous Professional Development opportunities for school and early years staff.
The service group also carries the responsibility for the whole directorate for:
- Organisation and administration of CPD
- PE and Sport
- Quality Assurance of all the service groups
- Outdoor Education Service
- Music Service
